Can A Cop Using A Radar Detector At The Side Of The Road Determine The Speed Of A Car The Instant It Passes By?

No. The radar only measures the speed of an object directly toward the radar gun. As it passes by, a car has zero velocity toward the radar gun. For reasonable accuracy, the radar gun must be some distance from a car approaching it.

Not unless the car is travelling as speeds near light-speed.
