Can a police officer run a speed trap outside their city?

I spend a small town in Illinois on the way to work. Sometimes I’ll see a car parked in the municipal police in an alley, probably followed speeds of man. This morning I saw a parking enforcement officers half a mile outside the city, in a partnership area. Could this be the agent to quote someone for speeding, even if the crime took place outside the city? Based on previous questions like that answered, it seems that the answer is yes, but I wonder if Illinois would be different at all.

He can, as long as he is within his jurisdiction which usually runs to the next township..
