No, it is not.
In theory, yes.
a) interfering with a police investigation. b) improper use of headlights (You’re only supposed to ‘flash’ to warn of an upcoming hazard.)
Real world? Never heard of anyone getting prosecuted.

no, it’s freedom of speech.
I do that whenever I see a speed trap
so one time I’m flashing away and another cop comes out of the bushes and motions me to the side of the road.
he asks me
“did I want a ticket for interfering with the police”
of course I said “no, sir”
he said “drive safely” and walked back in to the bushes
so I guess a cop could write you a ticket for it if they wanted to?

At least one court has ruled this is protected speech under the first amendment. That was a Tennessee decision by Judge Ross Heldman.
Yes, it is illegal, it is interfering with police investigation and improper use of headlights, they can actually suspend your license. My grandpa got pulled over for flashing his headlights and he got a big fine!
