I live on a private dirt road, where many children play all the time. The maximum speed is 20 miles an hour is not uncommon to see cars going over 50 miles per hour. I am one of these characters control radar can be intimidating. Trying to find a solution that can be used up to 250 U.S. dollars – would fein.oder other ideas to slow traffic would be appreciated. put lots of glass in the road just past your driveway and then when the people drive on it…POP… and you never have to worry about running over it if you do not exit your driveway in that direction…

Having one of those radars in the hands of civilians is illegal. Ask your local authorities to put more street signs that says something about reducing speeds. If it’s not too much of an asking from the police, have a patrol car guard that area. Police visibility is a guaranteed deterrent.
This is a bit of a guess, but have you check sporting goods stores” I do not know if they would work for cars, but all the sports amusements places have radar to measure and display the speed of a pitched ball etc… that might work and be easier than getting what is likely exclusive law enforcement/ gov equipment.
Call your local police and tell them what is going on, they will help you solve the problem.
